I am directed by Mr. Secretary

Bonar Law to request you to lay before

Viscount Grey of Fallodon the Minister of Munitions

the accompanying copy of a telegram from

the Governor of Hong Kong, and to enqui re

whether, in his opinion, the Governor's

proposal to arrange for the consignment

of wolframite in question to the British

Consul, on condition that he will not give

delivery until satisfied that it will not

go to the enemy,may be approved .

to the Ministry of Munitions.
